Without backups, is it possible?

The essence of the problem is that I "set up" a new web server with ISPconfig, but I didn't make ANY backups on the old server. Is it possible to manually transfer the website data to Drupal? The domain and ISPconfig panel are working on the new server, and Drupal is installed.

I couldn't solve the problem directly; my knowledge is a bit lacking. I tried to upload the SQL database (via phpMyAdmin) and install it over Drupal. The site became distorted.
