How to add your region...

Help me add my region... I've gone through all the code and nothing works... The theme "

Boldy 7.x-1.x-dev" needs a region added on the left (a second sidebar) to place my block... One more thing... the template is two-column, can a third column be added and how can this be done? Please explain if it's not too much trouble...
