How to fix a site using a template

Hello!

I created a site on Drupal 7.43 using the Media Responsive Theme template.

I have a few questions I just can’t figure out.

1. On the front page, I added a new block and placed a welcome message in it. Everything seems fine. But I can’t remove the "Test text".

 

Question #2

On the same site, I placed the search bar in the header using the "Search" block. But it only appears when I'm logged in. When browsing the site as an anonymous user, it's not visible at all. How can I make it always visible and function properly?
