Set up material selection from a list by the user.

Task: There are several users of the site who are registered and have their own password and login. They log into the site and each sees the same list of materials. Each user can select only one material from the common list. Once a selection is made, that chosen material becomes unavailable to other users (similar to how an item is placed in a shopping cart). The user who selected the material then has the ability to view its details (only after making a selection do they gain viewing rights). The question is: can this be implemented using Views, Panels, or are there any modules for this besides Drupal Commerce (my task is very similar to selling a product, but without payment)?
