Account settings - user page is not working

Hello!

I encountered a problem: in the "account settings," I check the box for "who can create accounts" - visitors, after which a user page appears, but none of the tabs or links work, and I cannot edit the user's data, etc. I attached a scan of the page to the email, where you can see the sidebar menu. If I hover the cursor over the links, nothing happens; they do not click and do not change color. I couldn't find a single line about this issue online =(, and I'm not sure where to look for solutions.
