If the site is hosted, then: 

1) Is it necessary to use the function for merging and compressing CSS files and merging JavaScript files? Will this procedure harm the site if something needs to be added or changed in the CSS later on?

2) What should be the minimum and maximum cache lifetime? (And what is the cache lifetime on your site, for example?)
