add and edit CSS

Hello, I am creating my theme based on Zen. I have familiarized myself with the CSS files, but I can't understand where the mechanism that links page elements to styles is described. That is, how does Drupal know to display a block in one way and a comment in another? I would appreciate any guidance. Thank you in advance.
