Drupal 7. Scaling Issue Theme "BASIC"

Hello again,

I have a question/problem. I downloaded the BASIC theme from https://www.drupal.org/project/basic, customized it as needed and everything seemed fine. But then I checked the site on my phone and found that I cannot zoom in or out — the site scale is fixed. Could you please tell me what might be wrong?
