Fatal error: Maximum execution time of 240 seconds exceeded during the Russian localization of Drupal.

When uploading the Russian localization file (1MB), Drupal gives a Fatal error: Maximum execution time of 240 seconds 

 

Why can't Denwer handle such a small file (are there insufficient system requirements??) and where can I increase this limit from 240 seconds?

 

I encountered this error when installing the language, but it installed fine on the second attempt. 

 

Now I'm trying to localize Drupal on my work computer, and it gives a Fatal Error every time.

 

Can I upload the localization file via FTP? Or is it only possible through the admin panel?
