Some modules are not enabled in Drupal 7.

Hello, I decided to install the Pathauto regen 

module:  Pathauto regen 

            Token

            Transliteration. Everything was placed correctly in the folder   Z:\home\drupal7\www\sites\all\modules

. On the site, I go to  http://drupal7/admin/modules


. The modules   Token

            Transliteration are working, meaning they are active and I can check the box next to the module, but the Pathauto regen module is not active; it is visible but I cannot check the box. Gentlemen, please help if you know what needs to be done for Drupal 7 to make it work!!
