Site migration - authorization is not working. What’s wrong?

Hello everyone.

I'm starting to get acquainted with Drupal.
I transferred my working site from the host to my computer. The site is up, but I can't access the admin panel.
There are no problems with the working version.
On localhost, it redirects me to the same login page - it doesn't show any errors.

Could you please advise what changes need to be made? Where should I look for the problem?
